College of Public AdministrationThe College of Public Administration (CPA) of Huazhong University of Science and Technology is aimed at cultivating and forming the 21st Century Leaders and thus is honored as “the cradle for leaders, the think tank for governments.” CPA was approved to be one of the first 24 MPA degree award pilot colleges in China in 2000. It has been authorized to confer Master’s and Doctoral degrees of Public Administration since 2005, with options open to such majors as Administration Management, Land Resources Management and Social Security. In the year of 2007, CPA took the lead in setting up the doctoral program for E-government and doctoral program for Public Security Prediction and Emergency Management. CPA was the only honor winner of key discipline of Public Administration in Hubei Province in the year of 2008. At the present time, CPA’s comprehensive building with a surface area of 15,000 square meters can provide Bachelor’s, Master’s and Doctor’s degree education of Public administration and education with record of formal schooling. As a complex of teaching, researching, training and consulting services, our CPA, with open education and international horizon, is developing into a college which is first-class in China and prestigious overseas. The assessment result of public administration discipline of national universities and colleges, published by China Academic Degrees and Graduate Education Development Centre (CDGDC) in January 2007, showed that our college boasts excellent disciplinary construction, talent introduction, scientific research and Academic reputation, ranking fourth nation-widely, which equals to Tsinghua University. In addition, another round of assessment result published in January 2009 showed that our CPA ranked fourth again in China. From 2006 to 2009, the authority book of China University Evaluation demonstrated that the Public Affairs major in our college has been listed as “level A++ major of management for Bachelor’s education in China” for four years, among four other universities which have set up a specialty in public affairs, including Peking University. The book also marked that our CPA’s Public Affairs major has been ranked second in China for three years now, from 2007 to 2009. CPA has an outstanding faculty of teaching and researching. Now we have 14 professors (including 12 Ph.D advisors), 18 Associate professors, and 38 teachers with Ph.D degree. One of those professors was appointed as a member of National MPA Education Steering Committee, while two others were appointed as members of National Colleges and Universities Public Administration Teaching Guidance Committee by the Ministry of Education of China. Besides, three have won the Government's Special Subsidy by the State Council. And one of them was honored “Young Global Leader” of Davis World Economic Forum. Cooperating with Arizona State University, our CPA has built the most advanced “electronic decision-making theater,” providing the modernized simulation and decision consultation for important decision-makings of government and non-government organizations. “Constructing first-class undergraduate education, cultivating first-rate talents” is the pursuit of CPA. More than ten students are recommended to other top universities for post-graduate education every year, including Peking University, Tsinghua University and Renmin University of China. In addition to that, a lot of excellent students pursue their doctoral education in famous American universities with full scholarship. Yang Wei, an Olympic golden medal winner, is a student of our college, who won the title of "China Outstanding Youths” in 2008. The under-graduate students of our college have won the first place of Excellent Scientific Fruit of Hubei University Students for three years. Furthermore, six students from CPA, Yang Wei, Gao Ling, Pei Jiayun, Zeng Yuhang, Zhao Yunlei and Chen Su, have been elected as Carriers of Beijing Olympic Torch in 2008. As one of the leading colleges in China, we have wide cooperation and academic exchange with many famous overseas universities, such as Cambridge University, Harvard University, Syracuse University, and Arizona State University. Our CPA has program for training of e-government postgraduates with School of Management of University of Antwerp. We also have program for e-government postgraduate in the Macao Special Administrative Region, aspiring to cultivate senior civil servants for MSAR government. And the program is highly appreciated by Mr. Ma Wanqi, Vice Chairman of the Chinese People's Political Consultative Conference, and Mr. He Houhua, Chief Executive of Macau. Ever since its foundation for eight years, CPA has cultivated and celebrated the graduations of more than 100 students (Bachelor’s, Master’s, and Doctor’s) out of the mainland China. The two undergraduate majors in CPA enroll both art and science students. Our college adopts a cultivating pattern of “Internationalization, Informationization and Engineering,” attaches importance to modern information technology, emphasizes basic theory and competency education and learns the curriculum provision and teaching reform from famous universities overseas. CPA pursues to cultivate excellent adaptive and ambitious senior managers, who master modern public administration theories, technology and method, as well as the abilities to analyze and solve problems of public policy and public affairs, being proficient in management skills on e-government. The discipline of political science has set up specialty in E-government, while public affairs discipline owns specialty in Human Resource Management. Both disciplines enroll art and science students. The teaching of the two majors stresses on solid foundation and high quality. We emphasize on general education and disciplinary basis in the first three years, while focusing on professional study in the last year. There are six course modules available here: General Education Module, Logic Module, Information Technology Module, Politics and Law Module, Economics and Management Module and Professional Emphasis Module. The graduates are suitable for management positions in governments, public organizations, enterprises and financial institutions.
