Residence License GuideForeign students should provide relevant materials to apply for residence permission. Their family members should apply for tourist visa (L Visa). Application for Residence License and visa 1. Who needs to apply? Those over 18 who apply for one-year or longer Residence License for the first time should provide a health certificate. Those whose second application for residence License is more than one year adding the first application period should also provide such a certificate. Parents or agents of a foreign baby who is born in China should declare the birth to and register it in the Municipal Entry and Exit Department within one month after the birth with the birth certificate. Foreign student’s family members (spouse, children under 18 years old, parents or guardian of foreign students under 18) can apply for 6 months or one year visa for one time, two times or more. There is no frequency limitation for such applications, but the period of validation of the visa should beyond that of one’s visa or Residence License. 2. Length of residence license Foreign students can apply for the same period of Residence License as their study period, but the dates of its validation should not be beyond the dates of the visa’s validation. 3. Fees for residence license and visa Fees are charged by the duration of Residence License: Less than 1 year: 400 RMB per person More than 1 year and less than 3 years: 800 RMB per person More than 3 years and less than 5 years: 1000 RMB per person 4. Function of residence license Within the validation period of Residence License，students can stay in China and enter and exit China for many times without the application for visa. Procedures Those who apply for Residence License for the fist time or move from other places to Wuhan must go to Municipal Entry and Exit Department for relevant procedures and have an interview. Applicants should fill in the application form properly. Regarding the address in the form, it must be the exact present resident address. Please leave your contacts at the same time. Those who wish to live outside the campus should apply in a written form to the university and fill in Registration Form for Foreign Students in Wuhan Living outside the Campus. Other relevant materials are required as well. Those who rent houses should provide Contract of House Renting and House Renting Security License in Wuhan issued by Police Station. Those who purchase an apartment should provide House Property Certificate or House Property Contract. Those who live in relatives’ houses should provide the census certificate of the host and Security Responsibility Promise. After the permission of the university with a seal, students can apply for Residence License or renewal the Residence License with the above materials within the fixed time. Renewal of Residence License Those who obtain Residence License should report the items changed to the university, such as name, nationality, passport number, reception institution, address, accompaniers, and residence reasons. Some usual cases are: removal from the present address, renewal of the passport, transfer between universities in the same city, transfer between universities between cities, and etc. According to Regulations of Foreigners’ Entry and Exit in P. R. China, students should renew the information within 10 days. Students should go to Entry and Exit Departments of the ingoing place and moving places for a new Residence License or renew it according to Regulations of Foreigners’ Entry and Exit in P. R. China. Those who fail to go through the renewal procedures will be given a warning or fined less than 500 RMB. They may be deported in a limited time if the situation is serious. Logout of Residence License Within the validity of Residence License, foreign students who need to stop their study because of special reasons should logout the Residence License or change a short-term visa. Students should go to Wuhan Municipal Entry and Exit Department for the logout procedures from the day to go through the procedures of leaving university. If students leave the university arbitrarily without going through the above procedures whom the university can not find out, the original reason to stay for study will be invalid. Entry and Exit Department of the Police Security Organ can withdraw their Residence License and deal with their stay after departure as illegal. Those who stay illegally will be given a warning or fined 500 RMB per day (Maximum amount is 5000 RMB) or 3 to10-day detention. They may be deported within a limited time if the situation is serious. Carrying of Residence License Those over 16 years old who stay or live in China should carry Residence License, passport or Student ID card with them for the convenience of checking by the police. Those who do not carry their certificates (Residence License, passport or Student ID card) with them or fail to provide the certificates for checking as required or refuse the routine checking by the police will be given a warning or fined 500 RMB. They may be deported within a limited time in case of a serious situation. Obtaining another Residence License Those who lose Residence License should apply for another one immediately. Foreign students should report the case to the Police Station at the lost place immediately, informing the lost time, lost place, lost process, passport number and the validation dates, and report the loss to Entry and Exit Department of Public Security Bureau in Wuhan. After getting Passport Lost Certification, the loser should reapply for a new one at the Embassy of his country in China as soon as possible. With the passport, he can apply for residence or visa at Entry and Exit Department of Public Security Bureau in Wuhan. Change of Residence License Students who wish to prolong the stay in China with the approval or whose information needs to be changed can change/extend their Residence License and Visa for return. Those who apply for visa for return or prolongation and alteration of Residence License should hand over their original License or visa for the issued news one.
