College of Political Science and Public Management

On March 16, 2003, the adjustment of disciplines brought about the naissance of the School of Political Science and Public Management which is one of the youngest schools with long-standing education in the hundred-year history of Southwest University.

Since the entry into the 21st century, with the persistent advancement of China’s reform and opening, the changes in the cognition of international society from “China in the world” to “China’s world” suggest that China became closer to the whole world. The trend of globalization provides new various perspectives for the global governance. In terms of China, this indicates both opportunities and challenges. It is in need for the combining of academic research and practice according to the international standards and norms, grounded Chinese realities. The establishment of the School of Political Science and Public management Southwest University responds to such appeals. Nowadays the proposal of scientific outlook on development and the construction of socialist harmonious society suggest the important adjustment of CCP’s strategies. Those demand for collecting the advantages of philosophy, politics, economics, law, management and so on, in order to conduct further researches. These efforts are contributed to the modernization of social governance and public management. Looking around the world, the standardization or measurement of a university’s researches have been specified with the rises of some academies such as Kennedy School of Government at Harvard, School of Public Management at Berkeley, Maxwell School at Syracuse University, School of Public Management at Oxford. It aims at an all-around university that some disciplines including politics, philosophy, Marxism and the management science in initial School of Public Management and School of Humanities are rearranged into the new School of Political Science and Public Management in the need for social-economic development. These efforts show the foresights and hope for a high-level synthetical university.

The School of Political Science and Public Management is comprised of the departments of Politics, Philosophy, Education of Marxism and Public Management. The Research Center of Marxism and Ideological and Political Education, along with the Center of Logics and Intelligences is the key academic research basis of the science of the philosophical and social sciences. The Research Center of New Socialist Countryside is founded for the national reform and social development, exploring the rural governance and public policies. The school is authorized to award doctor and master degrees. The disciplines of the school cover 3 specialties leading to doctor degree including logics, Marxism, ideological and political education and 13 specialties leading to master degree including logics, Marxist philosophy, ethics, foreign philosophy, Chinese philosophy, religion, scientific philosophy, scientific socialism and international communist movement and so on. Up to now, there are over 400 candidates of doctor and master. There are 4 specialties for the undergraduates including philosophy, ideological and political education, management of public affaires and administration. The talent resources are so sufficient that there are 96 teaching and researching faculties in 105 employees among which there are 17 professors and 35 associate professors. The teachers or researchers of 86% in the staff have the doctoral or master degrees so that the educational background is perfect. The instruments for teaching are renewed which include 1 multi-media lab, 60 PCs with Pentium 5, along with a library over 280 square meters containing over 20 thousand of books, newspapers or magazines. The style of study is also outstanding, for example, the section of ideological and political education in the year of 1998 which is 1 of 10 national model sections awarded by Education Ministry and Central committee of Chinese Communist Youth League in 2001. Further, the party’s committee is awarded “advanced underlying origination of the party”.

The school also takes charge for the ideological and political education all over around the whole university. The courses consist of The Logic of Marxism, An Outline of Maoism, Deng’s Theory and “Three Representatives”, An Outline of Chinese Modern History, Situations and Policies, Current economics and Politics of the World. The teachers committed themselves to the reform and researches of the courses, and gained supports from the Ministry of Education or some media such as Guangming Daily. All of those represent the orientation of this university.

The Center of Further Education is obligated to conduct the correspondent teaching, distant education via internet, adult education, and recruit the master candidates of education or agricultural techniques expanding. Further, the school is also conducting the advanced training course for master degree and non-degree.

The school allows the belief of “pursuing justice, exploring truth and practice” for the purpose of first-class school and researching-and-teaching disciplines. These efforts aim to an academic basis of philosophy, politics, Marxism, government and public management in general. Such a basis is also one of the high-quality talents and the consults of governmental polices and first-class researches. The school is consistently orientated to talent training and the researches. All of those efforts seek for the combination of various disciplines between researches and practices, formal and positivist researches. Accordingly, those would enforce the cooperation between academics around the world and administrating departments at various levels. The general aim is to produce more talent resources of high quality, strength and high level in order to construct the socialist harmonious society.
