The School of Public Economics and Administration of Shanghai University of Finance & Economics, founded in September 2001, was formed on the basis of programs originally offered in the Departments of Finance, Investment, and Social Security. Now the School includes the Finance Department, the Investment Department, the Public Administration Department, the Research Center for Public Policies,Center for Performance Evaluation of Education Finance, Institute of Resource& Environment Policy& Administration and Center for Health Policy& Administration. 10 bachelor's programs, 11 master's programs, 7 PhD programs, 1 public administration master's program, and 1 postdoctoral program are offered.

The public finance discipline was among the first to be approved by the Ministry of Education for the establishment of master's and PhD programs in Chinese Finance, and was honored as a ministerial key program and National key program respectively by the Ministry of Finance in 1997 and the Ministry of Education in 2001.

The School has 61 professional teachers, among whom 15 are PhD advisors and 26 are master's degree advisors; 16 are full professors and 25 are associate professors. The number of teachers who have obtained the doctoral degree is 37. The main academic backbone are professors Yang Changjun, Jiang Hong, Cong Shuhai,Zhangxin, Hu Yijian, Ma Guoxian, Guo Shizheng, Liu Xiaobing, Liu Xiaochuan, Mao Chenglian, Yang Dakai, Wang Hongwei, Yao Lingzhen, Wang Keqiang and Chen Yun. More than a half of the teachers have visited, advanced their studies or proceeded with degrees in renowned international universities such as Harvard University and the University of Southampton. Among the disciplinary leaders, 2 professors enjoy the special subsidy from the State Council, 5 are trans-century disciplinary leaders for the Ministry of Finance, 1 is a managing director and 5 are directors with the Chinese Institute of Fiscal Science, 1 is the managing director and 5 are directors with the Chinese Taxation Institute, 1 is director of the Chinese Agricultural Finance Institute, 1 is director of the Chinese Investment Society, 1 is the deputy president of the Shanghai Investment Society, 1 is the Chinese technical expert for the World Bank Loan Project, 1 is an advisory expert for decision-making of the Shanghai government, 1 is a member of the directing team for public finance within the Ministry of Education, and 1 is a member of the European Development Economics Institute in Berlin.

The School operates the Research Center for Public Policies which is subdivided into an Investment Institute and a Real Property Institute. The main research fields include: theories and polices for public finance, taxation theories and policies, public education policies, social education systems, public budget management, construction of social infrastructure, public policies for agricultural development, theories and policies for investment economics, project evaluation and management, real estate operation and management, and property management. Since 1996, the School's faculty have accepted 5 national fund programs for natural science, 10 national fund programs for social science (1 is a key program), and 55 ministerial and provincial research subjects. They have published 70 monographs and 80 textbooks, released nearly 400 theses in such core periodicals as People's Daily, Economic Research Journal, Economics Information, Management World, Finance & Trade Economics, Public Finance Research and Statistical Research, and completed 30 professional textbooks for public finance and reference books for teaching finance and taxation. The Report on the Development of Chinese Finance and the Report on the Investment Development have exerted a relatively great influence on society. The Report on the Development of Chinese Finance has been continuously published for 7 years. It is believed that the report is “a developing research and creative achievement," that "it places stress on empirical, comparative and counter-measure studies and its pattern is acceptable as the first National report on financial development” and that the report with “comprehensive, subject-specific, academic, empirical and predicative features” is “very necessary to be published for it reflects the thinking of the scholars”.

During the past 5 years, the faculty have altogether won more than 20 ministerial and provincial Excellent Achievement Prizes; the “public finance textbooks and teaching reference data building” was honored by the Ministry of Education with Second Award in Excellent Teaching Achievement in 2001 and the First Award in Excellent Teaching Achievement of Shanghai City in 2000. A total of 18 teachers in the School have been honored with such titles as Bao Steel Model Teacher Award, Shanghai Education Award and Model Party Member of Shanghai Education and Health System. Its subsidiary organizations have won such titles as Model Collectivity of Shanghai City, Advanced Grass-root Organization of Shanghai Education and Health System and New Long March Assault Team of Shanghai City.
